Local Power, Global Reach: Internationalisation Toolkit September 2026

Building on our Commission on Devolution and Diplomacy, led by Groundwork Research in partnership with the University of Birmingham’s City-REDI and the Invest in UK University R&D Campaign, we have developed a new Internationalisation Toolkit alongside the Invest in UK University R&D Campaign and Recurve.

As devolution gathers pace, Mayors and strategic authorities have an increasingly important role to play in attracting inward investment, building international partnerships and opening up new markets for local businesses.

Our Toolkit provides a practical roadmap to help places seize those opportunities.
